Nah, I've seen a few money bets being made on boxing forums. I've never seen anyone honour their bet. They just put the winner on ignore and carry on being tools.

Permanent ban bets, with the admins agreeing to enforce the ban is the only way to go.

You are correct that people can just create a new account, but people generally don't want to do that. There is a cost involved in doing that.
