Jose Zepeda deserves a title shot, he can box with the beat of them. He fought a close fight with current Champion Jose Ramirez, and has won two good caliber wins since then. One of those wins was against Jose Pedraza who is on a roll himself, and deserving of a title shot as well.

It can be argued that he's the most skilled fighter at 140. It can also be argued that he's never really lost a fight in the ring as a pro.
