Tough to say but if we are establishing a Mount Rushmore of boxing then I think there are two criteria that are neccessary.

Mount Rushmore is an American monument so I would assume the boxers would have to be American as well. Also the boxers would have to be from the black and white era as an ode to the founders which means Ali might not make my own personal list as he may be a little too modern i the latter half of his career.

Dempsey and Ali for their importance and significance to the sport. Robinson who is widely considered the greatest P4P all-time, and Pac for his accomplishments as only champion of 8 weight classes, fighter of the decade, oldest fighter to win welterweight title, etc. A champion of the sport and of the people.

Henry Armstrong - greatest p4p achievement ever in combat sports - holding lineal titles at 126, 147, 135 simultaneously. Likely will never be matched.

Muhammad Ali - Greatest HW of all time, in the greatest HW era ever. By extension should be capable of beating almost every human to ever walk the Earth. More than a sportsman, Ali a freedom fighter and inspiration to many.

Bob Fitzsimmons - First person to win the world title in three divisions, when there was only one champion per division. Still a p4p great.
