No. It's still completely banned for anyone who comes from a country without issues around Clenbuterol in livestock. The revised threshold has nothing to do with the efficacy of the drug but is simply a consequence of the impossibility of proving intent below certain threshold in such countries (China, Guantamala and Mexico unless the list changed since I last looked).

Not sure what you mean by the first statement about 'nano-traces', since due to progressive elimination any detected amount could potentially be from PED use but the substance of the rest is true although the threshold is now 5ng/ml.
If any fighter now tests under 5ng/ml for Clembuterol the result is initially logged as an atypical finding (ATF) and further checks are made to determine their country of origin... if they come from or have recently visited China, Mexico or Guatamala and claim to have eaten meat there the result wil not be actioned further. If they come from somewhere else and cannot provide evidence that they may have come into contact with contaminated meat the result is logged as a Rule Violation (ADRV) and they will be subject to the normal range of punitive action.

If the ADO is satisfied that the athlete recently ate meat in Mexico, China or Guatemala, it must then evaluate whether the analytical result is consistent with the consumption of meat estimated by the athlete by considering the excretion properties of the substance as described in the scientific literature. The ADO should also consider whether the athlete recently provided other samples to rule out the possibility that the low level of clenbuterol detected is not the result of the tail end of the excretion of the substance as a result of the previous use of a performance-enhancing dose;Comment

Ha ha... the benefits of it are kinda a tangent to the actual research I did but I couldn't read so much about the testing without also picking up a little bit about what the shet actually does and how it works. Like you say though it's ancient history now, just thought I'd throw in what little bit of knowledge I had on the matter. Shame to see all that work go to waste.
