    There should be clear rules in place for a situation like this.

    Rules that will always apply the same to everyone and won't be bent or broken to benefit some promoter.

        Make the fight in Russia and then win the rematch and wait for title shot either he got two more fights in him

          It’s not complex at all, a winner over any placed mandatory gets the position over the current one which resets any and all dates prior to the former mandatory challenger. I swear how do these guys get manager jobs not knowing the rules ?

          Should Povetkin or Whyte win Fury does not have to fight either one from that dates time up to a year .

                  The complexity comes in dealing with an Organization that does as it pleases and willingly bends their own "rules" to appease themselves, or whichever promoter is going to give them the biggest payday.

                  Come on, you should know how the WBC conducts themselves - every fan with even a fleeting interest in the sport knows it's never black and white.

                  And this isn't even approaching the history between the WBC and Povetkin, and how horribly the WBC managed their issues previously.
