Fury showed many signs of brilliance early in his career, the ability was always there.
It's pretty much like others in this thread have stated, he was fooling around too much. That's why he'd get flash KD'd or punch himself in the face.
But make no mistake about it, he was always a 6'9 behemoth with amazingly quick skilled footwork when he decided to show it. He was born talented, he just needed to put it all together.
Starting in the 2nd Chisora fight (late 2014), Fury turned from a long-haired pretty boy into a big bald ogre.
He also went from being dropped/hurt by cruiserweights and journeymen to suddenly becoming world class.
Coincidentally, this was around the time Fury said he ate wild boar chemicals.
But, can any experts here tell me if wild boar cause hair loss?

Any quote coming from Mayweather Jr. has got to be taken with a grain of salt. When that dude talks about any other fighter but himself it is laced with tons of salt.
