Let's see. Someone confesses to a supposed murder many years after the alleged crime, but can't remember who he killed, why he killed, where he killed, how he killed, where the weapon is and has no evidence at all to back his claim. Besides that the individual claims that he was high on drugs at the time.

He remembers he was high, but nothing else. That "confession" has no legal merit. Case closed, no more accurately that case will never be opened.
