Fury has been caught using PEDs twice in his career. In Feb 2015 after he beat Christian Hammer he tested positive for nandrolone but very strangely the positive test wasn't revealed until the following year, and he wasn't charged by UKAD until June 2016, after he had won his next fight against Klitschko!
If the positive had been revealed before the Klitschko fight, the question is would Fury vs Klitschko ever even have happened? Fury would have been banned much sooner and, even if he wasn't banned, it's unlikely Klitschko would have chosen an opponent who had just failed a drug test in his last fight!
The decision of the Hammer fight was officially overturned to a No Contest but strangely Boxrec still has it down as a W. That's not the official status of the fight. It should say NC (No Contest) and in the description under the fight it should say "Fury tested positive for banned substance" but for some reason Boxrec have failed to include this quite significant detail in the record of a heavyweight world champ! Maybe that's an unintentional human error and there aren't some forces trying to cover up things behind the scenes.. in these strange times who knows...
Klitschko's advisor Boente said this after Fury was popped for ******* in his second failed PED test, Sept 2016 "If this is true about his positive drug test, it's too bad we did not do VADA testing before the first fight," Boente said. "We are not surprised because this is how Fury acted the whole time and now we probably have another indication why he didn't show up at the press conference in London, where he claimed a car problem. It also shows the ongoing situation with (the United Kingdom Anti-Doping Association) situation under a different light."
So what's the chances Fury was actually on PEDs against Klitschko?
