I’m not sure about physical addiction like you get with heroin, I’m not clued up enough about PEDs, But I said earlier it’s got to be some sort of psychological addiction.
There is no other explanation. Maybe psychologically he just can’t do camp

I mean it’s not even like he let the dust settle and had a few fights and then got caught again, it’s literally his first fight back.

I'm not sure there's any great mystery to it. He is a cheat. Very hard to resist the temptation of a shortcut to victory once you have done it before.
What makes it so sad is, this fool knew full well in advance that he will be randomly tested under VADA for this fight. So the moral of the story is and this lesson should serve as a wake up call for all boxers; Never sign up for random drug testing if you are still doping and juicing because inevitably you are going to pop dirty or get caught.
Honestly he could probably play that certain card and get off this case, it's a free pass for almost anything right now, Miller has suffered decades of systemic Racism and deserves a break imho
