Isn’t Fortuna the mandatory and next in line though?

You know as well as I do how meaningless the individual governing body rankings are. They do whatever they want but in case they want to protect one of their title holders, they can make the excuse that they are only facing lesser competition because of who their mandatory is or who the #1 challenger is or whoever has the interim title or whoever has the diamond title, silver title, international title, regular world title, etc. etc.
See how convoluted it is? The ludicrous rankings are setup so the commissions have total control and can guarantee their fees and make the matchups they want not what makes sense or what the fans want.
