Had Toney not popped against Ruiz he would have been WBA HW champion and his mandatory would have been Valuev.

I think Toney would lose. he was a grossly overweight light heavyweight who did surprisingly well fighting as a cruiserweight and a heavyweight but he was too small and did not belong in those weight classes. He did beat some decent heavyweights but he was never the best heavyweight as Peters showed. Valuev was not that good but good enough to beat Toney in my opinion.
