Crawford doesn't want to fight Porter. So if that's out then why not Ugas, then? Many feel he beat Porter.

Spence has a mando due. That's why they aren't fighting directly.

Unifications trump mandatories and the real reason TBC doesn't want to be the first fight for Spence Jr after the accident. It kind of makes sense because if TBC fights Spence Jr and wins then most will say Spence Jr was still messed up from the accident. By letting Spence Jr fight someone else whether it's a tune up fight or not, TBC gives Spence Jr a chance to get back in the groove and hopefully look good in his performance which in turns sells their fight.
