I think it's because of Pacquiao and Crawford. Those are big fights financially. The first target was Thurman, but he had all kind of issues/injuries! A fight with Crawford needs to be bigger, just to make money! So to me, fighting Rosario @ 154, would better a better way to come back, rather than DSG! He could still try to come down later in the year, or early 2021.
