If we are going to include guys that get penalized for it, how about Mysterious Billy Smith. Hes been DQed more than any fighter in history, fourteen times. Not all for low blows but low blows were part of his bag of tricks. He must have gotten away with it numerous times without being disqualified plus the ones where he got penalized, he has to be at the top of the list.
