I'd take it a step further and say in my experience living in several major cities, racism is only part of black culture.

Other cultures alienate their racist members and wince at racist statements. They self-enforce "anti-racism", usually to their own detriment, because its seen as common social decency.

Black culture (US/UK) alienates its non-racist members and seems to consider harming members of other races, even coworkers and classmates they see every day, to be a basic duty, a basic part of life.
