Haney owns a Paper World belt exactly because he got a Paper Interim belt for nothing.
If that Abdullaev fight desereved one the Campbell Fortuna definetely does too.

Haney vs Abdullaev was for an interim title because Lomachenko dropped the belt.

Campbell vs Fortuna shouldn't be for an interim title because Haney isn't dropping the belt and he is active/available to defend it.

He did not drop the belt. Haney was elwvated to full belt when Loma received Franchise status. Interim belt was to secure a fight between two Top-4 WBC fighters despite other two (Lopez/Campbell) not fighting each other in a "tourney of the 4".

Haney vs Abdullaev was supposed to be a final eliminator to name the mandatory to Lomachenko's WBC belt.

The WBC said they had a conversation with Top Rank and Lomachenko about their intentions in the lightweight division. Based on that discussion they upgraded the fight from a final eliminator to an interim title fight.

Haney fought 2 weeks later. Haney's interim was upgraded after Loma took Franchise belt. Are you saying Haney's interim belt would be taken away had Loma chose NOT to take Franchise belt?
If not then you are telling Loma chose to take Franchise belt TWICE: once in 2 weeks notice (hence upgraded to interim) and then once again. I didn't hear about the first one.
