So it's just WADA/UKAD/USADA that allows oxilofrine "out of competition", i.e. up to the day of the fight, but VADA prohibits oxilofrine altogether? Is that right? I just checked USADA, oxilofrine is allowed out of competition for them. Thanks for helping me understand

Yes, Saunders signed up for VADA, but as you say, this stimulant leaves the body fast, so it makes sense that it would only be of really effective benefit to a fighter on the day of the fight - an approach endorsed by every other testing agency so far as I can see
