Some might consider him a runner, bu most wouldn't

If you look at that video, there are numerous moments when he launches a strong attack, such as 1:05

He wasn't a big puncher, but he still had 65 KOs in his career. He wasn't any more of a runner than Floyd, Whittaker, Conn, etc. Joe Louis said "Willie Pep is the only boxer that I'd pay to watch".

For those that appreciate the art, he is great to watch

I spent most of the video just watching his feet. He must have been a nightmare for his opponents.

I wouldn't, yes he uses very artful defensive tactics with his head movement, footwork, and sense of timing to evade punches but he makes opponents pay and picks the right time to go on the offensive with combinations to the body and head.

Maybe...but when you fight every few weeks, you're not going to stand and trade.

This is a quote from Pep.

"I've got it made. I've got a wife and a TV, and they're both working." - Willie Pep
