    Does PBC need better matchmakers?

A good matchmaker knows how to pick opponents in just the right way, to make sure they give a fighter the right learning experience at the right time of his career to develop him into a world class fighter without taking a bad loss. All while matching the styles correctly so that fans get an entertaining fight.

It's an art form and the ones that were good at this became legendary names in the sport, like Teddy Brenner and Don Chargin and Russel Peltz.

Is PBC aware of this aspect of promoting boxers? Do they even employ matchmakers?

I hope they don't. They did well with Wilder. Spence is their own top bright-light at the moment. PBC is certainly in a bad crunch at this time.

This was a WBA eliminator they said, so matchmakers wouldn't really have a say (I'd assume)

A good matchmaker would plan ahead and consider if they are putting their guy into a potential final eliminator position. And would consider if he's ready for it or if they should put it off/wait a little longer instead.

In PBC's case I suspect they just want to move their heavyweights up the rankings as soon as possible for business purposes.
