Is Luis Ortiz a full pledge PBC fighter now?

He hasn't been seen fight outside of PBC since his first fight with Wilder.
He ducked Joshua. Whyte offered him better money than his undercard
fight at PBC, he turned it down.
Povetkin wanted him, but Luis' team didn't bother to respond.

He called out Andy Ruiz just days ago, an in-house PBC fight.
But we don't hear him call out Whyte, Parker and others.

I mean don't you want to see Wilder's one and only best win
    against established names out there?

Ortiz is on his way out , the PBC won’t have him lose outside because all of Wilders opponents he won over have done nothing at heavyweight so the propaganda they built up for Ortiz like Wilder needs to be there , imagine if Ortiz loses now to a outside fighter ?

Master Al does not want some Arum or Hearn fighter destroying Ortiz with ease. The narrative is Ortiz was the boogeyman and only Wilder dared to fight him and only wilder was good enough to beat him.

I have no doubts Ortiz would of accepted that Joshua offer but his management was under strict instructions to squash any idea of taking that fight which is exactly what happened.

I can see the PBC sacrificing him to the next up and coming PBC heavyweight. Probably Kownacki.

I'd be damned if Ortiz takes 2 more fights.

Andy Ruiz is making a big mistake ignoring Ortiz.
Beating Luis will be like beating Anthony Joshua again.
            Ask Wilder.

He has been on PBC cards since the first firght with Wilder fighting no name opponents. Obviously protecting him because he might not make it in the planned rematch.

Now that the rematch with Wilder is over, fans might get to see him with better names like Martin, Kownacki, Ruiz, or even Arreola. Hopefully.

Any chance Luis Ortiz calls out the Whyte/Povetkin winner?
Or he's just into PBC fighters for in-house fights following uncle Al's instructions?

I’ve never seen a guy not being able to get more than one decent win boxing for a decade who was ranked in top 10 ,that’s a boxing first .
