Are you sure that's Manny Pacquiao's father? It doesn't look like it. Pac is much lighter than he is.
I don't know if it's his father, but the lighter / darker skin tone is quite common with the flipinos. My girlfriend's father was a similar skin tone to Pac's alleged father and her skin colour is similar to Pac's too. It's the way for many of her friends as well
