      you still don't get it. there was no injury. If the commission had approved it, and Pacquiao was approved, how is it not cheating? If NFL players would take to numb pain, is that not performance enhancing?

          He asked permission. He was told he couldn’t do it so he didn’t.

          That’s the definition of following the rules.

          If the commission had approved it and he did it, it still wouldn’t be cheating because it was approved.

            Depends what you think cheating is / Id say it will be on the ban list soon enough, so I guess a PED not yet listed is ok because they havent listed it yet.

              I’ve never heard someone claim that asking permission to do something is cheating.

                Then why did Arum throw a fit as well as Max Kellerman that they weren't allowed to use Toradol if in theory they respected the rules?

                      Did Manny Pacquiao ever fail a drug test?

                      Because if it’s a banned substance and he used it without a TUE, I would have expected him to fail a drug test.
