    It was an illegal IV. Floyd has the boxing game rigged in Vegas for quite some time now, Andre Berto already aired him out.

              Floyd and Manny voluntarily agreed to stricter regulations beyond what was required by Nevada. One of the restrictions they agreed to was that any IV rehydration would need to be deemed medically necessary by USADA.

              USADA deemed that Floyd's IV rehydration was medically necessary. Therefore the IV was completely legal. Both under the rules of Nevada and under the additional restrictions Floyd and Manny voluntarily agreed to.

                    Wrong. He didn't need a TUE in Nevada. IV rehydration was completely legal there at the time.

                    Floyd & Manny voluntarily agreed that as an additional restriction not required by Nevada, any IV rehydration would need to be deemed by USADA as medically necessary, which USADA confirmed it was. So you can't say an IV is illegal when it's legal under Nevada rules, and under the additional rules Floyd & Manny voluntarily agreed to, which was that you'd need USADA to confirm it was for medical reasons, Floyd was in the clear.
