If you're judging Whyte by his last fight where he was in the middle of the testing scandal and wasn't training properly you're a moron. There's no way Whyte comes into a prospective fight with Ruiz in the same shape.
In shape Whyte with plenty of Dianabol has a punchers chance.

Any version of Ruiz gives Whyte a huge boxing lesson.
Thats exactly why this fight wont happen. Exact reason he ends up fighting nobodies like Riva's/Wach when he had offers from Parker, AJ on the table last year.
It's wierd that AJ and Whyte don't wanna fight again.. Because Whyte was guaranteed a spot to face Wilder if he fought Ortiz. But instead Whyte called Ortiz 60,000 years old.. Then ducked him when Ortiz came calling.. Whyte also ducked Pulev cause he didn't want no smoke in Bulgaria! Lmao!

Lol, no doubt. I guess I read your post the wrong way. As far as the offer, if it was so high, why didnt Hearn say the amount? Since when is Hearn shy, as a matter of fact, when is Hearn not willing to brag about the amount of money he throws at a fighter/fight? The question has to be asked, even if the offer was low seven figures, should Ruiz except it? I think he should. The way his last fight went down, there is much to rebuild, and he'll have too. Beating Whyte on his own home turf would go a long way, even for low seven figures, it's more than worth it.
As far as taking the Mandatory slot, he cant do that just by defeating Whyte. First, Ruiz has to be ranked high by the WBC. If he is successful on becoming highly ranked which will require a committee vote, he can then petition the WBC to make the fight an eliminator, which would require an additional committee vote. Right now Ruiz is ranked 7th, being that he just held 3 world titles, I believe hed be successful if he requested for this fight to be an eliminator. The last hurdle is Whyte himself. Whyte has historically refused to fight eliminators, going as far as allowing the WBC to strip him of mandatory status. Will Whyte agree to fight Ruiz if the WBC called for an eliminator? A lot of if's on this one.
As far as Dolan, I'm actually not sour on him. There isn't that many owners who'll throw the amounts of money on their teAm that Dolan throws on the Knicks. He'll cross the tax threshold like it doesn't even exist. Has he made mistakes, for sure! But he tried man, hired Phil Jackson, who knew Jackson would try to destroy the Knicks. Dolan stepped in and fired him when he needed too. Dolan try to hand the reigns to Mills and Perry, but they aren't doing so well are they? Perry pretty much drafts and signs the same type of players over and over. And who the Fhuck really thought Fizdale would be so bad? As long as Dolan keeps spending the money, and only steps in when absolutely neccessary, the Knicks will be ok.
Given by his performance vs AJ in the rematch, I think Ruiz would lose because he would take Whyte lightly. He won't look at Whyte as a huge threat and goof off in training camp. Ruiz doesn't look like he takes boxing very seriously. If he did he would be better than just a good, live fighter, he would be great. If he does take Whyte seriously, he would win.
Deliberate publicity ploy as hearn already knows Ruiz won't be ready to fight by that date.
If Ruiz takes the fight, I sense it's just a money grab, although if he was in better shape than his rematch with Joshua, I'd take him to beat Whyte.
