For pure overall high level talent I'm not sure anyone comes close to PBC.

Beyond that I think each group gots the preferred stable in certain divisions. Like Matchroom gots HW 2nd to no one going back to Don King right now. PBC gots WW on lock. And TR gots 175 on lock.
