So did Ugas turn down the fight or not? Why didn't he enforce his mandatory?

What difference does that make to you? Do you respect a fighter who has never won a single world championship turning down a mandatory title shot?

They will have to face each other after their upcoming fights.

Ugas better. If he doesn't, I don't want to hear any crying about people avoiding him from himself or supporters. Think about it, why is he even letting Bes***** take an interim bout in the first place? Did he get paid to step aside?

Bes***** got cut in his last fight so Ugas was allowed to take an interim fight.

Yes, but Mandatories Trump boxing Politics, if you are #1 the Champion has to fight you or give up the belt, I think Gary Russell is with PBC and The Mongolian Fighter who is ranked #1 is with Top Rank and they fight IN February, The #1 Contender can decline the title shot, but he will get dropped in the Rankings for declining the bout example Erik Bazinyan was #1 contender for Saunders 168 pound title, but Bazinyan decined the fight so he got dropped to #4, Danny Garcia (PBC) is #1 for Terence Crawford's (Top Rank) 147 pound title, If Garcia DEMANDS his mandatory shot, Crawford would have to either fight Garcia or Give up his title, Bes***** was #1 Contender for Keith Thurman's belt for about 2 years, But Bob Arum and Carl Moretti advised Bes***** to NOT take the Fight as they thought Bes***** was TOO GREEN to fight Keith Thurman, so Morettti,Arum all agreed to DECLINE the title shot, and take a more winnable fight for a lesser title and lesser money against Butaev which Bes***** won.
