But to answer your question, if Joshua beats Pulev, yes there should be a chance to file for an exception to fight a unification before Usyk. Doesn't mean the exception would be granted, but it probably would be.

Fury hasn’t ever had to change his game plan on an immediate rematch to reclaim his unified crown. So really, Joshua’s performance was far better considering the circumstances.
I’m open to being proven wrong but I still see it as ‘Joshua did what he had to do’ in order to become Champion again.

The IBF have shown they can be incredibly ruthless in stripping fighters who don't come to terms with their mandatories, and it's how they manipulate the rankings and fights to squeeze more sanctioning fees.
It will certainly be interesting to see if AJ has to choose to lose one or the other.
In this day and age, he's done well to hang on to the 4 belts he has had for as long as he has.
