Hearn has even stated that if Chavez Jr. was one of his fighters, he would have asked him to take the test when the VADA agent arrived.
What is being disputed is that Chavez Jr's federal license had expired and technically he was not a licensed boxer - so he wasn't obligated to take a test. And NSAC is calling bull on that technicality.
