Bradley is right. He has first hand experience as PBC fighters avoided him. But here’s the list for you guys:

Gary Russell Jr. fights once a year.

Leo Santa Cruz refuses to fight other champions in his weight classes and won’t even give Frampton a third fight.

Tank Davis won’t fight Tevin Farmer or Vasyl Lomachenko. In fact, he won’t fight anyone.

Mikey Garcia ducked Jorge Linares and Vasyl Lomachenko.

None of the PBC welterweights will fight Crawford.

Jermall Charlo won’t fight Andrade, or anyone for that matter.

Benavidez and Plant have no interest in the other champions at 168.

Adonis Stevenson ducked everyone until the wbc forced him to fight someone real.

If I missed anyone I apologize. But it’s clear that PBC is the most notorious for keeping everything in house. There are a few exceptions but they’re the ducking promotional outfit. Everyone else shares their toys, pbc doesn’t.
