He would be provisionally banned until the process is completed, he isn't because they already had a hearing and he was not provisionally suspended. UKAD are only required to make statements where doping is found, in which case they publish their findings along with the sanction.
No doubt people have been provisionally banned and later found innocent throughout the process, I have never heard of someone not being provisionally suspended and later found guilty, thats generally not how it works.
