Was Chavez licensed by Nevada at the time of the test refusal ?
If not they probably dont have the authority to suspend him because he never signed up for vada, if New York had no power over Miller for 3 different failures then Chavez is in the clear. (not saying that makes it right)

NACs enhanced testing program gives em the legal right to test any fighter who even requests a date to fight in Nevada.. they use it a fair bit under the ufc apparently (with the ufc footing the bill) though I don't recall it being done in boxing before. Apparently the decision on whether to test a fighter is a board vote and whilst there's plenty of legitimate reasons that they might want to test Jr - and I am a believer in extending unannounced testing - the very idea of picking and choosing which fighters to test seems.. a bit iffy to me.
