Wbc has their own p4p list? OK. And they had canelo #1 coming off a gift draw, a ped suspension, and a controversial win? Sure, why not? They've shown no shame when it comes to Canelo since they corruptly gave him his 1st wbc title at 20 yrs old anyway.

WBC reveals new rules for banned drug clenbuterol
November 7, 2019:
The string of Mexican boxers testing positive for the banned substance clenbuterol has included superstar Canelo Alvarez, Luis Nery, Francisco Vargas and, in recent days, Rey Vargas and Julio Cesar Martinez.
On Thursday, the WBC announced that it will begin acknowledging the increased allowable threshold for the drug established earlier this year by the World Anti-Doping Association, meaning those fighters' positive tests, as conducted by the Voluntary Anti-Doping Association in conjunction with the WBC's Clean Boxing Program, would no longer have been considered a failed test because the amount found in their system was so small. Clenbuterol remains banned under WADA code, and drug tests found to have an amount that exceeds the new threshold would still count as a failed test and result in punishment.

I don't have canelo in my top ten p4p. confirmed drug cheats with multiple controversial wins against multiple opponents don't deserve p4p recognition.Comment

Canelo entire career is not the two Golovkin fights. He beat Trout, Lara, and Smith winning 3 belts at 154, beat Cotto for lineal title at 160.
Then on top of that got a draw vs Golovkin when everybody on the damn planet expected him to get KNOCKED OUT. Then ran it right back for a rematch, and fought aggressively and got the win.
I’m not saying his best wins were not close wins. I’m not saying that all of his fights were absolute clear decisions where universally everyone felt that he won. Yes he’s had close fights that could go either way, but he’s won them and his resume is the best in the sport. He’s P4P #1 with grade A clenbuterol Mexican beef. Especially now that he’s added 175 belt to become 3 weight champ. If you stack up names and HOF opponents it ain’t close.Comment

The WBC had Canelo's name pencilled in as the face of the sport and P4P #1 since he was about 20 years old. JCC Jr was the prevoious plan and they'll have back-ups too, but the long term goal of both the WBC and Vegas was to build a Mexican star to replace Floyd.
Please note that ain't a criticism of him as fighter, he is elite and a legitimate choice for P4P#1 if you subscribe to that ish, but the opportunities that came his way from a young age ain't just a matter of lucky happenstance, neither (IMO) were the slightly fortuitous scorecards he's received on occasion.Comment
