Who ranks higher all time? I say Floyd is the better fighter (more skilled), while Pacquiao is the greater fighter (better resume and accomplishments).

I would say Mayweather. He beat so many good fighters including Pacquiao. He never lost a fight and he has never really been knocked down. He record is perfect. As brave as he is and spectacular the same cannot be said of Pacquiao who has numerous loses including a few losses by KO and he has been knocked down many times. He has neither Mayweather's iron jaw or his great defense. Pac is great but Mayeather is greater with zero losses.
