The franchise belt should just have been a 'super' championship and there shouldn't be an interim or regular champion. When Floyd was their champion he didn't have to face mandatory opponents and didn't get stripped for not defending the belt. He was the de facto 'super' champion. The franchise champion should be the exact same thing but with an officially recognized status as 'franchise' to go along with it.
