It not resume that makes you no1, otherwise Floyd would never have been no1 above Pac. Its always been accepted Pac had better wins and resume beating Morales, Barrera, JMM but was still no2 behind Floyd.

When Nelo is retired he will be considered greater than Crawford and Lomo if things stay as they are as he has the better resume just like Pac is greater than Floyd.
Not saying Nelo isn't no1 but just just pointing out the fact it isn't just resume other things are taken into account. The fact that people think Nelo should have certainly lost a few more certainly isn't ignored. But if he beats Kov I don't see any reason why nelo shouldn't be no1. You should get rewarded for taking risks, something Crawford and Lomo not done too much of.

1. Caught using drugs
2. Fought real competition on their decline (GGG, Kovalev, Khan)
3. Never won his biggest fights decisively, both GGG fights could of went either way.
