What's happening with Charr-WBA-Joyce?

Last I recall, after Charr-Oquendo fell through for the 1,943rd time..Charr was looking at having to defend against the Stiverne-Joyce winner sometime in 2019 - since the WBA was too gutless to strip Charr after his failed test. Since then, Joyce has gone on to fight twice more already.

Any indication on what's happening next? Can't the WBA headquarters just be burned down so it doesn't muddy the water any further?
