The simple question is who has had a better career Kovalev or GGG. Also, who is the better fighter and more resilient of the two.
My pick would be Kovalev. The majority of my argument is Kovalev's resume is miles ahead of GGG's resume. He has fought the top light heavyweights of his era. He fought Ward twice, Alvarez twice, Pascal twice, Hopkins, Cleverly, Chilemba. He has also fought plenty of top 10-12 contenders such as Caparello, Agnew, Yarde, Mohammedi, and Campillo. I also choose Kovalev because of his fights with Ward, he deserved the decision in the first fight as he not only knocked down Ward, he out-boxed him. More than likely the judges refused to give him the decision because he is a Russian. He fought well in the rematch, but lost under dubious circumstances.
Another major reason I choose Kov is because his resiliency. He lost to Ward came back and won a world title. He then lost that title in embarrassing fashion, but he came back and easily avenged the loss. It is very hard for a fighter to become a 3x champion especially at his age. He did not give up and he came back after losing and did what champions are supposed to do. He has also taken chances in his career to test himself and try for greatness.
As for GGG his career has been one of caution. His resume proves so. The top fighters are Canelo twice and Jacobs. Other fighters include a few B names like Limieux and Derevychenko, which he was given a gift decision after a brutal beat-down. Another name would be Brook, but he is a career welterweight. That sums up GGG's resume.
He fought Alvarez, but GGG's approach in the first fight showed his timidity and none of the aggressive monster known for knocking out d and c level fighters. In the rematch he asked Canelo to fight him "Mexican style" which means he wanted Canelo to come forward and trade with him. Canelo did what he asked and outfought and out-landed a back peddling GGG. He has yet to make a successful comeback against a top fighter after that loss.
GGG has yet to show the resiliency of Kovalev. GGG has yet to have a career rejuvenation the way Kov has and the way other great fighters have had after losses and from the looks of the Derevychenko fight he never will.
In sum, Kovalev's career tops GGG's career.
