Jeffries didn't elect a new lineage, there's one lineage as far as Jeffries is concerned. The idea that there are new lineages is newer than Jeffries time. Like the term lineal in boxing. Jeffries wouldn't call himself lineal nor would he call Hart the start of a new lineage.
However, it is a popular explanation and on this subject matter popular is what matters most, so, maybe you're right?
