You said it yourself, Campbell LOST to Linares. He never actually beat anyone good to earn his shot.

Haney is unbeaten and he's the mandatory to the WBC belt that Lomachenko holds. There is no reason whatsoever why he should have to wait if Campbell didn't have to.

Well, there is one reason actually...you touched on the risk-reward. Arum sees Haney as a dangerous opponent. Which is why I predict we are never going to see this fight get made.
