I think Top Rank's plan at the moment, and one that's been in motion since early this year, is for Loma to fight the Lopez/Commey winner. That would be for all the belts, a clear goal stated by Loma. No way Arum is going to chase Haney for an interim fight.
What Haney can do, however, is position himself better for a shot at Loma by building his resume in the meantime. Somebody else mentioned Farmer. That would be excellent. How about Tank Davis when he moves up? With all the talk about a Loma/Davis showdown, imagine if he could beat Davis first! That would get him noticed beyond his WBC mandatory status.
Of course that's still no guarantee that Haney would get the fight he wants. If Loma returns to 130 after unifying 136, then Haney would be left looking for another marquee fighter. But establishing himself independently of Loma would give him a solid foundation for other big fights at LW.

Haney can keep getting more seasoning while Loma tries to unify all the belts. Win win for both.

Loma has 1.5 years to fight him being a unified champion and that becomes 2 years if he becomes Undisputed. There are WBA and WBO mandatories prior to Haney and a unification title fight.
Loma most likely will drop his belts but he doesn't owe Haney a cent! Hsney didn't fight with #1 WBC, Loma did.

So when some fans said Gervonta 'TANK' Davis was too 'young', Bumchenko fans said he was champion and that he was obligated as co-champion to fight No-Machenko to unify 130, demanding the fight ASAP.
Now we got Devin Haney who is 20 years old, has a right to a fight with No-Machenko as the 'Interim' WBC lightweight champion, yet, some of the same fans that demanded a young Gervonta to step up, now want Devin Haney to get a little more seasoning and find the idea of marinating this fight ideal.

Props to Haney for not just calling out the best but I belive he really means it. And why not he's only 20 a fantastic talent at that age but could learn an awful lot against Lomachenko. Haney if is as smart as I belive, realizes he won't win but it would be a nice paycheck to get for experience you can't buy.

This fight won't happen until Loma unifies. If it ever happens at all. Haney should fast track a Campbell fight so he can use the outcome to call out Loma. Haney will be pushed aside as green if he doesn't take some big fights soon. Loma looks vulnerable at this weight and thats why fighters are licking their chops. Its a fast track to lineal after Loma has done all the work and while its a smart business move alot of people are going to be salty over it.
