Because the WBC originally ordered a tournament. Teofimo Lopez dropped out so this ended up as a final eliminator.

I think it was a consolation prize of sorts, because it originally looked like the vacant WBC might be on the line in a fight between Haney and Campbell, when the WBC surprisingly elevated Loma into getting an immediate shot.

This is 100% the answer. It never should have been upgraded to an interim title though.
