These are weight divisions, not height divisions. And of course everyone is not the same size. It's rare two fighters are the same size, no matter how small the difference, someone in that ring is always bigger. Does that mean the bigger guy wins automatically? Of course not.

People think SPence is a weight bully because they are used to smaller guys always moving up to 147.

Hurd is an example of a weight bully because he's legitimately really big for 154. Spence isn't abnormally huge at 147.
