I really think what sets them apart was Pac-Marquez --- hich happened when manny had spent years w/ one of the best trainers the sport has ever seen, and begin a PED program that would make Pro-Wrestlers blush.
Pacquiao is a much better finisher than Mayweather and didn't cherry-pick his career.
It's like when people compare marciano's perfect record to ali's. Marciano didn't fight ali's level of competition. Nor did he hang around for as long as Ali. He got in and got out. Ali is the (Muuuuch) better Heavyweight.
That being said, P4P, I saw how Ali struggled w/ Frazier. Probably the only fight between them held on even ground, Frazier won. The fights he lost he still did tremendously well, but was clearly past his prime. P4P Marciano is better than that.
So while Mayweather beat Pacquiao, he didn't look great doing it. And it certainly was his fight to lose. It makes the P4P debate a very interesting one. Again, I think the Marquez fights prove Pacquiao could be exposed by a technically sound boxer puncher who refused to be overwhelmed.
