    Even Top Rank couldn't know all the details. Berchelt's main promoter is Zanfer and Frank Espinoza has a lot of control over Valdez' career. A career high payday vs. Herring is still a fraction of a payday vs. Valdez, Frampton, Loma, Tank. The reward might not be worth the risk for him. Being in an ugly fight where you're hugging him the entire time would drop his stock big time and he might not be able to get those other big fights.
