Would Loma's P4P status diminish if he moves back down in weight?

Lets say he successfully unifies 135, why wouldn't he go up to 140? All the greats move up after conquering a weight class, not down.

Imagine if Packy moved back down to 126 after becoming lineal at 130.

Imagine Floyd moved back down to 140 after becoming lineal at 147.
