Theres nothing to suggest Spence is this monster that Pac dare not face. I dont know where you get Spence not being at hes best when he fought Brook. Brook wasnt at hes best, hed just had hes face smashed in a stoppage loss. But anyway, Spence didnt stop much smaller Garcia, didnt walk through Brook to easily. We also noticed that Pacman had finally grown up to become a regular welterweight at age 40 (not a lightweight vs welterweight) and therefore even with his half production Pac is still good.
