Banning h0m0sexuality is not an effective policy, h0m0ssexuality is a mental illness / sexual perversion and people will always suffer from this affliction.

While I commend the Saudi Government for taking a hard line on this, I feel they should offer options like conversion therapy or chemical castration as alternatives to jail or capital punishment.

H0m0sexuality is a sexual deviance and has nothing to do with legality (unless children are involved of course). It is treatable and should be dealt with as such.
