Why didn't Inoue fight at flyweight?

I'm looking over Naoya Inoue's resume, and one flaw in his resume is he skipped flyweight and went straight to junior bantamweight.

Why didn't he fight at flyweight? He could have easily won a title there.

Inoue is a great fighter. It is not a flaw that he skipped flyweight. It's obvious he could beat any flyweight. Those lower weight classes are ridiculously close together. 108, 112. 115. 118, 122. That is big hamburger and a large coke and fries between weight classes.

IIRC it was just that there was a shot available at super-fly and he was looking to move up anyway. There was also a lot of talk about fighters like Chocolatito moving up from fly then as well, and about how Inoue having a title would be a good bargaining chip in negotiations.
