Where are you getting this info from, they didn't have a location but they had who decides which was Joshua. The most likely tension is between Sky and Dazn as they both would like it in their market.

I'm actually starting to wonder if they aren't announcing the venue just to keep it in the headlines, add a bit of mystery.

Out of Hearns mouth in a video interview a few weeks back. He said he asked AJ and Joshua didn't care where it was. America or anywhere. Hearn then said he leant on his team and McCracken his coach a bit to try to choose somewhere AJ would feel most comfortable, perform best and earn the most money.

Hearn has said he knows or it'll be settled any day for several weeks. Basically said it was the UK now. Meanwhile Ruiz says definitely not the UK.

It's pretty clear Hearn is just applying pressure and negotiating cleverly via the press to get what he wants. A big money rematch in the UK and a much better chance of his golden egg winning. I'm a British AJ fan and I can admit that much.

That's not true. hearn has said since right after the first fight that he would have work to do to get the fight in the UK. If the contract had spelled it out so literally that they (alone) get to decide, there would be no work to do.
Lots of whiners keep posting what they WISH the contract said, along with a lot of mumbo-jumbo about whats "always" in a contract (and they have probably never negotiated one).
Ruiz is refusing it because he knows he can refuse it. Both sides have to agree on the location.

All Hearn meant by that comment was that he has to put together a whole promotion over there. Which isn't easy.

I agree UK referees are **** but you still got to fight in someone's backyard regardless. Choose a neutral ref. Joshua would have probably been stopped earlier in the UK from what I've seen.
