Conflicting Information: Was Errol Spence vs Van Heerden at 147 or 154+?

How did Haymon convince the IBF that both fighters were ok to fight for the 147 IBF International belt?

Looking at _Rexy_ and MDPopescu convo on Errol vs Van Heerden. there seems to be something suspect about this IBF sanctioned bout for the 147 IBF International strap...

Boxrec states both fighters above 154 Spence at 156 and Heerden 155.. notice Spence's eyes look good, not seeped in trying to hit 147?

Here's Spence trying to hit 147 as usual... eyes seeped in..

Was because Ontario commission has same day weigh ins. Most of their big fights have weigh ins like this. I assume they give a 10% leeway or some BS to compensate (when they should either follow their own damn rules, or just have the weigh ins the night before like the rest of the ****ing world)

I see. No it makes sense. Actually in theory the rules apply to the IBF's morning 10lb rule.

Spence in theory would be 146.5 the night before and added 10lbs max at the weigh in
